Texas homeowners need reliable contractors. Clean energy programs need skilled trade
professionals they can trust. The Trusted Texas Contractor Network (TTCN) connects both.

If you are a solar installer, HVAC specialist, roofer, or weatherization contractor working in
Texas, this program was built for you. Here is what you need to know about joining, what the verification process looks like, and why it matters for your business.

What Is the Trusted Texas Contractor Network?

The TTCN is a program run by Clean Energy Fund of Texas (CEFTX), a nonprofit focused on making affordable clean energy financing to homeowners, small businesses, and communities across the state.

The contractor network is not a directory. It is a verified partner program. Contractors who join are screened, onboarded, and connected to CEFTX lending programs that give their customers access to affordable financing for solar, HVAC, roofing, insulation, and other home upgrades.

Right now, more than 100 contractors across 30 Texas counties are part of the network. CEFTX’s goal is to grow to 500 active contractors across 100 counties by 2028. That growth depends on skilled, mission-aligned contractors who are ready to work in communities that have historically had the least access to clean energy upgrades.

Why Join the Network?

There are three practical reasons contractors join the TTCN.

1. Access to Customer Financing

One of the most common reasons a homeowner does not move forward with a quote is financing. They want the upgrade but cannot cover the upfront cost.

Through CEFTX lending programs, your customers can access affordable loans for solar, HVAC, roof repairs, and weatherization, loans designed specifically for lower-income and moderate-income households that may not qualify for traditional bank products.

When you are a Trusted Texas Contractor, you can point customers directly to CEFTX financing. That means fewer jobs lost at the proposal stage.

2. Credibility and Visibility

Being listed as a Trusted Texas Contractor signals to homeowners that your business has been vetted. CEFTX features TTCN partners in its marketing materials, outreach campaigns, and program communications. As the network grows into new counties and as programs like TERRF and RiseUp expand into cities including Victoria, Seguin, Corpus Christi, Tyler, and Longview, TTCN contractors will be the first point of contact for homeowners seeking upgrades.

3. Early Access to Program Information

Program requirements change. Funding availability shifts. New initiatives launch. TTCN contractors receive early updates on everything from compliance requirements, new loan products, funding opportunities, to program events.

Who Qualifies to Join?

The TTCN is open to contractors who work on residential and commercial energy upgrades in Texas. This includes:

  • Solar panel installation contractors
  • HVAC system installation and replacement specialists
  • Roofers and weatherization professionals
  • Insulation and air sealing contractors
  • Energy efficiency upgrade and retrofit contractors
  • Battery storage and electrical contractors

To join, your firm must meet the following requirements:

  • Be licensed and insured to operate in Texas
  • Maintain a record of quality installations and customer satisfaction
  • Demonstrate ethical business practices for a minimum of two years
  • Maintain good standing with the Better Business Bureau (BBB)
  • Provide accurately sized and fairly priced proposals to customers
  • Complete program onboarding and compliance training
  • Commit to clear, honest communication with clients

These standards exist to protect homeowners, especially those in lower-income communities who are most vulnerable to contractors who overpromise and underdeliver. The TTCN is built on the principle that trust between contractors and customers is the foundation of every successful project.

What Does Onboarding Look Like?

The application process begins with a sign-up form.

After submitting your information, CEFTX reviews your credentials and conducts verification through program partners. Once approved, you complete onboarding training that covers program requirements, compliance expectations, and how to connect customers with CEFTX financing.

The onboarding is designed to be practical, not burdensome. The goal is to make sure every contractor in the network understands how the lending programs work so they can communicate clearly with customers.

What Comes Next for the Network

CEFTX is expanding the TTCN alongside its lending programs.

TERRF — the Texas Energy Relief and Resilience Fund — provides financing for solar, HVAC, battery storage, and roof repairs for homeowners.

The RiseUp program brings subsidized solar to homeowners in five Texas cities with high energy burdens. Both programs run through the TTC network. As they grow, so does the demand for qualified, verified contractors.

CEFTX is also planning 25 contractor engagement events over the next three years: Lunch and Learns, trainings, and regional meetups, where TTCN contractors can connect with program staff, other contractors, and community partners.
