Every contractor who works on a TERRF or SunRise-financed project is part of the Trusted Texas Contractor Network, a statewide network of verified professionals who have met specific standards before they ever set foot in a borrower’s home.
Here is what that process looks like and what it means for you as a homeowner.
Why Contractor Quality Matters When Financing Is Involved
When you take out a loan for a home upgrade, the outcome depends entirely on the quality of the installation. A solar system that is undersized for your home will not deliver the savings you were promised. An HVAC installation done without proper load calculations will run inefficiently and wear out faster. A roof repair done poorly can create water damage that costs more to fix than the original problem.
These are not hypothetical concerns. They are the kinds of issues that happen when a contractor is not properly vetted, and they fall on the homeowner to deal with after the fact.

How Contractors Are Vetted
To become a Trusted Texas Contractor, a business has to meet a set of specific requirements. They must:
- Be licensed and insured to operate in Texas
- Maintain a record of quality installations and customer satisfaction
- Complete CEFTX program onboarding and compliance training
- Commit to clear, honest communication with clients
- Maintain good standing with the Better Business Bureau
- Demonstrate ethical business practices for a minimum of two years
- Provide accurately sized and fairly priced proposals for customers
That last point matters. Contractors in the network are expected to give homeowners proposals that reflect what the project actually needs, not what generates the highest invoice. Accurate sizing and fair pricing are part of what it means to be trusted.
Initial sign-up and verification is managed through CEFTX’s partner SELF. Contractors do not simply self-identify as qualified. They go through a verification process before they are listed.
There are currently more than 125 vetted contractors in the network, operating across 10 or more Texas counties.
What You Can Expect from a Trusted Texas Contractor
When a Trusted Texas Contractor comes to your home, you can expect a few things.
They know the trade they are working in. Whether it is solar installation, HVAC, weatherization, roofing, or another eligible upgrade, they have demonstrated experience and a track record of quality work.
They understand the financing. Contractors in the network are familiar with how TERRF and SunRise loans work. If you have questions about how your financing connects to the project scope, they can answer them accurately.
They are accountable to standards beyond their own reputation. Being part of the network means agreeing to CEFTX’s requirements and staying in compliance. That accountability does not end at sign-up.
What Happens If Something Goes Wrong
This is worth addressing directly. No vetting process eliminates all risk, and CEFTX does not claim otherwise.
What we can tell you is that the network is built with accountability in mind. CEFTX monitors contractor performance and is actively building feedback loops so that homeowner experiences inform how the network is managed. Contractors who do not meet standards are not retained in the network.
