Teresa Morales joins the Clean Energy Fund of Texas as Solar for All Program Director
Teresa Morales has joined the staff at Clean Energy Fund of Texas as Program Director for the Solar for All initiative. Clean Energy Fund of Texas is the first “green bank” in Texas and is working across state lines to leverage federal investments from the Greenhouse Gas Reduction Fund to deliver clean energy, jobs, and reduce the energy burden for low and moderate income households.
Solar for All is the federally funded grant program that aims to foster the development of residential-serving community solar projects specifically designed for low-income and disadvantaged communities in the Southern and Southeastern United States.
Teresa brings over 15 years of experience in public policy and grant management, having supported grantees across seven states and Puerto Rico in devising and implementing resilience and adaptation strategies within disaster recovery environments.
“I am excited to join this cutting edge team partnered with the prestigious Bullard Center for Environmental and Climate Justice to work at the intersection of renewable energy, job creation and equity,” said Morales. “Now that we have received funding from the Solar for All initiative, it is time to deploy those resources to help communities and people thrive.”
With a robust background in leadership, planning, and program management, Teresa specializes in place-based resilience, adaptation, and capacity building to address the challenges posed by climate change. She has supported and overseen the implementation of multi-sector grant programs totaling more than $25 billion in federal funds, including significant roles in major disaster recovery initiatives funded by the Department of Housing and Urban Development.
Her contributions include pivotal efforts following Hurricanes Ike and Dolly in Texas, Hurricane Sandy in New York, and Hurricanes Irma and Maria in Puerto Rico. She is based in Austin.
“Teresa is a star in the world of climate change, renewable energy, equity and federal grant management, and we’re thrilled to have her at the Clean Energy Fund of Texas,” said Billy Briscoe, the organization’s CEO. “She is already opening doors for us and helping us leverage federal funding.”
