Matthew Carney

Director, Water Infrastructure & Strategic Initiatives

Matthew Carney is the Director of Water Infrastructure & Strategic Initiatives at Clean Energy Fund of Texas, where he oversees implementation and collaborates with external stakeholders on water infrastructure initiatives.

He previously led the Green Bank & Resilience Finance team at Quantified Ventures, where he worked with state and local green banks—including Clean Energy Fund of Texas —to design community clean energy programs. His work has included project development, underwriting, compliance, and program design in sectors including housing, water, and agriculture.

Matthew holds an MBA and MS in Environmental Policy from the University of Michigan, and a BA from Davidson College.
