Inside the Sustainable Green Growth Fund
Commercial and industrial clean energy projects in under-resourced Texas communities face a consistent problem: traditional lenders are not interested in the early-stage, smaller-scale deals where the need is greatest. A small business looking to add rooftop solar, a nonprofit upgrading its facility, a municipality financing a fleet electrification project — these are real, viable projects that generate real community benefit. They are also exactly the deals that fall outside what most conventional lenders will touch.
The Sustainable Green Growth Fund exists to finance those projects.
What the Sustainable Green Growth Fund Is
The Sustainable Green Growth Fund is a Commercial and Industrial (C&I) loan fund managed by Clean Energy Fund of Texas (CEFTX). It finances small and medium-sized clean energy and sustainability projects across Texas, with a maximum project size of 10 megawatts.
The fund is specifically designed to serve under-resourced communities. A minimum of 75 percent of Growth Fund capital is directed to Low-Income and Disadvantaged Communities (LIDACs). Rural communities and tribal communities are also priority geographies.
CEFTX operates the Growth Fund as a first-in capital provider. That means we take on the early-stage risk that traditional lenders avoid, structure deals that make larger follow-on investment possible, and build the project track record that attracts additional capital over time. The fund is building toward a standalone portfolio of $15 to $25 million, integrated within a broader $30 to $50 million platform over the 2026 to 2028 strategic period.
What the Growth Fund Finances
The Growth Fund supports projects that use proven, commercially deployed technologies to reduce energy costs, cut emissions, and improve resilience in under-resourced communities. Eligible project categories include:
- Rooftop and community solar
- Energy storage systems
- Energy efficiency upgrades for commercial and industrial facilities
- Building electrification and vehicle fleet electrification
- Water conservation and sustainable infrastructure
- Industrial decarbonization solutions
Projects must use technologies that have been commercially deployed at least three times over five or more years in the United States. The Growth Fund does not finance experimental or pre-commercial technologies. The focus is on practical, scalable solutions that are ready to deliver results.
Who is Eligible?
The Growth Fund is open to a range of project types and borrowers. Small businesses, nonprofit organizations, and municipalities are all good fits. The common thread is a project that serves an under-resourced community and meets the fund’s environmental and financial criteria.
Projects must serve at least one of the following community types:
- Low-Income and Disadvantaged Communities (LIDACs)
- Rural communities
- Tribal communities
If you are developing a project in one of these geographies, the Growth Fund is worth exploring regardless of where you are in the planning process. CEFTX encourages early-stage conversations. You do not need a fully developed project to start a prequalification discussion.
The Six Investment Criteria
To qualify for Growth Fund financing, a project must meet six criteria. These are specific, and project developers should review them before submitting a prequalification application.
1. Reduces or avoids greenhouse gas emissions. The project must demonstrate a measurable reduction in GHG output compared to the baseline it replaces.
2. Reduces or avoids other air pollutants. Beyond carbon, the project should improve local air quality, an outcome that matters most in communities already dealing with disproportionate pollution exposure.
3. Mobilizes private capital. Growth Fund financing is designed to catalyze additional investment. Projects that attract private co-investment alongside CEFTX capital are a stronger fit.
4. Uses commercially deployed technologies. As noted above, the technology must have a demonstrated track record in the U.S. market. Proven performance is a requirement, not a preference.
5. Was not otherwise financeable. The Growth Fund fills a gap. Projects that could readily access conventional financing are not the target. The fund is designed for deals that would not move forward without mission-aligned capital.
6. Delivers additional community benefits. Beyond energy and environmental outcomes, the project should produce measurable community benefit, whether that is job creation, reduced operating costs for a nonprofit or municipality, improved infrastructure resilience, or expanded energy access.
Projects that meet all six criteria are strong candidates for prequalification. If your project meets most but not all of them, reach out anyway. CEFTX can help you assess where you stand.
The Financing Gap This Fund Addresses
One of the Growth Fund’s specific focuses is projects in the $500,000 to $2 million range. This is the segment of the market where traditional lenders are least active and where viable projects most often stall. It is too large for most grant funding and too small to attract institutional investors efficiently.
The Expected Outcomes
The Growth Fund targets 20 to 25 percent aggregate operational cost savings across the commercial portfolio. For a small business or nonprofit facility, that means lower monthly energy bills, reduced operating overhead, and a stronger financial position over time.
The fund also targets a capital leverage ratio of 3 to 4 times, meaning every dollar of Growth Fund capital is designed to mobilize three to four dollars of total investment. That leverage is what allows the fund to pursue a $40 to $50 million total investment impact over the strategic period while operating from a smaller capital base.
How to Apply
The first step is prequalification. The prequalification process helps CEFTX assess whether your project is a fit for the Growth Fund before either side invests significant time in a full application.
